Norwegian mapping workflows need to discover likely new buildings, cabins, extensions, and construction activity early enough to prioritize field review and FKB updates. Satellite radar helps because Sentinel-1 provides all-weather observations, but radar also changes because of snow, moisture, vegetation, terrain, orbit geometry, and existing roofs.

The project therefore focuses on candidate-first triage: start with FKB-Tiltak, permit, AOI, or analyst-provided polygons; model the normal seasonal radar signal; search for durable increases; optionally confirm with Sentinel-2 and coherence; export a GIS layer for human review.

Operational framing

The highest-value use case is not "find every new building from space", but "rank known or suspected candidate areas so mapping teams can focus attention".
